How Complex are Russia's Building Codes for Constructing "Complex Structures"?

How complex are Russia's codes?  As SGS reports - "Obtaining these permits can be complex, requiring coordination with various national and local authorities. For example, a large investment project could require up to 500 permissive documents."  

 

Having a good foundation to make decisions requires some investment. I can only assume that the 12 billion dollar Moscow International Business Center (IBC) required more than 500 permissions to get underway.  

 

According to a Wikipedia link - "Europe's tallest building, the Federation Tower, is in the Moscow IBC. The complex also includes the second-tallestthird-tallestfifth-tallestsixth-tallest, and seventh-tallest buildings in Europe."

 

While this report won't provide everything required for the completion of megaprojects, it was written for multinational Construction and Engineering Service Providers as a solid foundation document useful for orientation, planning and establishment of required processes.
